Responsibilities
A Public Health Analyst (HRSA Global) position is a mission critical occupation for HRSA. These positions are responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
HRSA currently has multiple Public Health Analyst positions available. These positions may be located in any of the following Bureaus or Offices:
Bureau of Health Workforce -
BHW helps America build a health care workforce prepared and eager to improve the public health by expanding access to quality health services and working to achieve health equity.
Bureau of Primary Health Care -
BPHC funds Health Centers in communities, providing access to high quality, family oriented, and comprehensive primary and preventive health care for people who are low income, uninsured, or living where health care is scarce. Health centers provide care on a sliding fee scale and see patients without regard for their ability to pay.
Healthcare Systems Bureau -
HSB protects the public health and promotes practices that improve personal health, including organ, bone marrow and cord blood donation.
HIV/AIDS Bureau -
HAB administers The Ryan White HIV/AIDS Program, the largest Federal program focused exclusively on HIV/AIDS care. The program is for those who do not have sufficient health care coverage or financial resources for coping with HIV disease.
Maternal and Child Health Bureau -
MCHB administers the Maternal and Child Health Block Grant to States and discretionary grants that ensure that the Nation's women, infants, children, adolescents, and their families, including fathers and children with special health care needs, have access to quality health care.
Office of Health Equity -
The Office of Health Equity (OHE) works to reduce disparities and improve health equity to ensure healthy communities and healthy people.
Office of Planning, Analysis and Evaluation -
OPAE serves as an agency source for policy analysis, data synthesis, organizational planning, external engagements, research, and evaluation. OPAE's work assists HRSA bureaus and offices in their efforts to improve program performance and effectiveness which ultimately, helps to attain their strategic planning goals.
Office of Rural Health Policy -
ORHP promotes better health care service in rural America. The Office works both within government at federal, state and local levels, and with the private sector associations, foundations, providers and community leaders to seek solutions to rural health care problems.
Office of Women's Health -
OWH provides leadership on women's health and sex/gender-specific issues and policy, working within and outside of the U.S. Department of Health and Human Services to improve the health, wellness and safety of women across the lifespan.
MAJOR DUTIES
As a HRSA Public Health Analyst at the GS-12 or GS-13 level, your major duties and responsibilities include:
- Assisting with the promotion of public health programs for underserved populations.
- Planning, developing, monitoring, implementing, and evaluating content or projected public health programs to assess their success in achieving objectives for various initiatives.
- Analyzing and evaluating the effectiveness of public health program operations.
- Conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
- Evaluating information and initiating research to validate existing policy, and/or new programs or policies to help HRSA's Bureaus and Offices meet the goals set forth for their particular areas.

Qualifications
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies
- Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
- Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
- Knowledge of a specialized public health program.
- Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
- Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In order to qualify for this GS-12 Public Health Analyst position,
your resume must demonstrate that you have one full year of specialized experience
comparable in difficulty and responsibility to at least the GS-11
level in the federal service. Examples of qualifying experience include the following types of tasks performed on a
regular and recurring basis:
- Monitor program effectiveness and provide reports on potential issues, deficiencies, etc.;
- Collecting and compiling qualitative and quantitative public health program data and provide summary report of findings; and
- Provide technical assistance and guidance to internal and external stakeholders at the state and local level on public health policies, procedures and regulations.
In order to qualify for this GS-13 Public Health Analyst position
, your resume must demonstrate that you have one full year of specialized experience
comparable in difficulty and responsibility to at least the GS-12
level in the federal service. Examples of qualifying experience include the following types of tasks performed on a
regular and recurring basis:
- Conducting short and long term planning for public health programs, initiatives and special projects;
- Establishing public health program standards, policies, strategies, goals, and evaluation plans;
- Collecting and interpreting data and information from a variety of sources and preparing recommendations accordingly; and
- Coordinating and leading workgroups, focus group, learning sessions, etc. for stakeholders at a state and local level to facilitate the promotion and improvement of public health programs to underserved populations.
Experience
refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
